APPLICANT REQUESTS THAT:
His records be corrected to reflect he was awarded the
Presidential Unit Citation (PUC) and any additional awards he
may be entitled to for his active duty service.

APPLICANT CONTENDS THAT:
While he was assigned to the 6994th Security Squadron they were
awarded the PUC, but it was not approved until after he was
discharged.
The applicants complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
On 11 Jan 61, the applicant commenced his enlistment in the
Regular Air Force (RegAF).
The applicants performance report reflects he was assigned to
the 6994th Security Squadron from 19 Jun 66 through 18 Jun 67.
On 16 Dec 68, the applicant was honorably discharged and
credited with 7 years, 11 months, and 6 days of active service.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of
the Air Force, which is attached at Exhibits C.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial, indicating there is no evidence of
an error or injustice. The PUC is awarded to units of the
United States Armed Forces for outstanding performance in action
against an armed enemy occurring on, or after 7 Dec 41, for
United States Air Force units. The 6994th was awarded the PUC
for the period 1 Sep 67 to 10 Jul 68. However, the applicant
did not serve with the unit during the inclusive period for the
award. A review of the applicants records verified his
entitlement to the Vietnam Service Medal with two Bronze Service
Stars (VSM w/2 BSS) and the Republic of Vietnam Gallantry Cross
with Palm (RVNGC w/P). The applicants records will be
administratively corrected to reflect the above awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 17 Feb 13, for review and comment within 30 days.
As of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicant's complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt its rationale as the basis for our conclusion the
applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting relief beyond that rendered
administratively.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
